Flemington Hill and Epsom Road Advisory Committee

An Advisory Committee has been appointed to consider two draft planning scheme amendments that seek to rezone and develop two precincts within the Flemington Racecourse known as 'Flemington Hill' and Epsom Road',  The location of the two precincts are shown in the attached map (PDF 592.5 KB)

The purpose of the Advisory Committee is to provide advice to the Minister for Planning, in accordance with the approved Terms of Reference (PDF 1.4 MB), on the relevant matters associated with the proposed development.

Progress of the Advisory Committee

In accordance with the Terms of Reference, the review is expected to be undertaken in the following stages:

Stage 1: Review and Consultation

Stage 1 has been completed.

The Stage 1 Report (PDF 1.2 MB) prepared  by the Advisory Committee has now been released. 

In response to the Stage 1 report the Victoria Racing Club has advised the Advisory Committee that it wishes to proceed with the draft amendment process.

Stage 2: Public Consultation

The draft amendment documentation was on exhibition between 11 January and 19 February 2016. Submissions on the draft amendments were accepted during this period (with late submissions only being accepted from the community up until 1 March 2016).

Stage 3: Public Hearing

A Directions Hearing was held on 1 March 2016.

Public Hearings will now commence on Tuesday 15 March as per the attached timetable. (PDF 175.4 KB)

Stage 4: Outcomes

  • Timing - within 8 weeks of the last day of the hearings
  • Submission of a written report to the Minister

Submission of the Advisory Committee Reports

In accordance with the Terms of Reference, the Advisory Committee is due to submit its final report to the Minister within eight weeks of the last day of its hearings.
