Stage 2

The second stage of the Review of Victorian Public Libraries commenced in January 2013 to assess the Victorian Library concept and public library funding. As with Stage 1, an extensive consultation process was undertaken with both the library sector and the community.

A discussion paper was developed for local councils, regional library corporations, peak bodies and other key stakeholders to respond to during the Stage 2 consultation period.

The discussion paper was divided into two parts:

  • Part one considered the Victorian Library concept and its components;
  • Part two considered public library funding.

The MAC considered the findings and information on the first section, the Victorian Library concept. The feedback received regarding public library funding will be considered separately by the Victorian Government.

A separate community consultation was also undertaken, involving a survey on the proposed initiatives of the Victorian Library concept.

The Submissions and Consultation Report provides a general overview of the sector consultation and submission process and a summary of the feedback, key comments and issues received. The Victorian Library Community Comments Report outlines the community consultation process and provides an overview of the feedback received.

Stage 1

Stage 1 of Tomorrow's Library, the review of Victoria's public libraries, looked at how libraries currently operate, what communities want from their future library and included comprehensive community and sector consultation.

The Review of Victorian Public Libraries Stage 1 Report was launched in December 2012 and concluded the first stage of the review. The report made recommendations for the future of Victoria's public libraries and marked the halfway point of the two-year review that is being conducted by the Ministerial Advisory Council on Public Libraries (MAC).

The MAC considered the comprehensive information gathered during Stage 1 and concluded that the public library sector needs to increase collaboration. The MAC also concluded that the sector needs to take a unified, strategic approach in order to adapt and remain relevant in a globalised, digital world.

The report introduced a proposed concept to effectively position public libraries for the future and to respond to the issues and challenges faced today – The Victorian Library.

The findings outlined in the report informed Stage 2 of the review.
