A Fair Go Rates System for Victorians

The Victorian Government is committed to a policy of 'capping' local government rate increases at CPI to contain the cost of living and ensure greater accountability and transparency in local government.

The new Fair Go Rates System will ensure rates are 'capped' at a level that allows local councils to continue to be financially sustainable, while still being able to provide essential services and making necessary investments in infrastructure.

Under the Fair Go Rates System they will be able to make an application to the Essential Services Commission (ESC) for an exemption from the cap.

The ESC has been commissioned by the Hon Natalie Hutchins MP, Minister for Local Government and the Hon Robin Scott MP, Minister for Finance to provide recommendations to the Victorian Government on how best to implement the Fair Go Rates System.

The ESC will consult widely with the local government sector, stakeholders and the public. In particular, the ESC will be engaging with a Fair Go Rates Reference Group established by the Minister for Local Government.

The ESC has released its draft report on the proposed framework and invited written submissions. Several public consultation events have also been scheduled. The ESC also released a consultation paper in April 2015.

A final report will be provided to the Minister for Local Government and Minister for Finance by 30 September 2015.
